I think the issue happens because the OS should be in English, but I'm not talking about change the display language, I mean the OS has to be the English version. I'll recommend you to check this other post: Re: Cannot open the Arduino in win 7 where another user had this same issue.
I'd suggest you to install a virtual machine with a English version OS. It could be Linux or Windows, just make sure you are using the English version.
