Would you please follow these steps?
- Power off the NUC
- Disconnect from AC power for 20-30 minutes
- Do a BIOS recovery from usb with BIOS version 28 https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=24269

Once you are on BIOS 28, please try to install BIOS V030 since it looks like it solved the issue.
